Ken Yale leads HSN client engagements focused on health policies and procurement, federal acquisition strategy, drug and device approvals, coding and coverage reimbursement decisions, healthcare transformation, and the deployment of innovative commercial capabilities into government environments.

He previously served in a senior government leadership role as head of the TRICARE Health Plan, where he was responsible for strategy, operations, and system-wide transformation initiatives supporting more than 9.6 Million beneficiaries worldwide with an $18 Billion budget. He also worked in the Pentagon Office of the Assistant Secretary of Defense for Health Affairs, contributing to major initiatives in digital health, access to care, and system modernization.

Ken brings deep expertise in both commercial and federal government policies, programs, and procurement, federal acquisition pathways (including CSO, OTA, and SBIR/STTR), modernization and transformation strategies, and integrating commercial innovations into mission-critical environments.

Minna Yale leads operations for Health Solutions Network, ensuring that client engagements are executed with precision, consistency, and responsiveness. She serves as the operational backbone of the firm, coordinating across clients, consultants, and leadership to deliver high-quality outcomes across complex, multi-stakeholder engagements.

Minna brings a strong background in business operations, workforce coordination, and client relationship management. She is responsible for translating strategic objectives into executable plans, ensuring that engagements are staffed appropriately, timelines are met, and clients experience a seamless, professional interaction from initial contact through delivery.

Known for her ability to manage multiple concurrent engagements, Minna plays a critical role in scaling HSN’s consulting model, enabling the firm to support both government and commercial clients with agility and discipline. She also ensures alignment across HSN’s consulting network, maintaining consistency in communication, execution, and client experience.

Rosemarie Hirata advises HSN clients on defense strategy, enterprise transformation, and aligning commercial capabilities with national security priorities. She brings a deep understanding of how strategy translates into execution within complex government environments.

Ms. Hirata has supported high-level strategic initiatives aligned with the National Defense Strategy and has worked on large-scale transformation efforts across defense and government organizations. Her experience enables her to help clients understand not just what the government says it needs, but how those priorities are operationalized, funded, and executed.

She works closely with commercial companies to position their capabilities in ways that resonate with defense stakeholders, helping translate technical or innovative solutions into mission-relevant value propositions. Senior Advisor – DevSecOps, Cybersecurity, and Federal IT Systems

COL (Ret.) Jack Arendale advises HSN clients on cybersecurity, DevSecOps, and the modernization of federal IT systems. He brings deep technical and operational expertise in building, securing, and deploying mission-critical systems within highly regulated government environments.

During his military career, COL Arendale led initiatives involving secure system development, compliance frameworks, and large-scale data systems, including those supporting TRICARE and military health infrastructure. His experience spans the full lifecycle of federal systems—from architecture and development through deployment, security, and ongoing operations.

He works with commercial technology companies to align their products and platforms with federal security requirements, DevSecOps practices, and compliance environments such as FedRAMP. As former Chief Medical Officer of the Veterans Health Administration, Dr. Zenooz led clinical strategy across one of the largest integrated healthcare systems in the United States, overseeing care delivery, quality, and system-wide initiatives impacting millions of patients. She has also held senior leadership roles in leading health technology organizations, where she helped drive the development and deployment of enterprise digital health solutions.

Dr. Zenooz works with clients to navigate the intersection of clinical operations, policy, and innovation—helping organizations bring new technologies to market, scale solutions within complex health systems, and align offerings with real-world care delivery environments.
